This arrangement temporarily gives the power to draw electoral boundaries to the California legislature, enabling it to adopt maps that will help Democrats gain five seats in the House of Representatives.
The plan is a targeted countermeasure to partisan redistricting in Texas, where Republicans, at the US president’s behest, have created several new safe Republican districts.
